The Bespin Wing Guard is packaged with blaster, hat, baton, and a build-a-droid piece.

Look and Feel
This figure could have been fantastic, but Hasbro really did a horrible job with this guys hat. It sits so high up on his head you would think he was a cone head. I realize that the hat is supposed to go high off the head but the in ability to make the hat just above the eyes and cover part of the ear just makes this look wrong. The rest of the body is spot on. From the white turtle neck to the red cuffs on the coat, and even the gold trim he just looks great! From the reference photos I can find online his holster is on the wrong side and there was no holster for the baton, but that is nit picking and I would rather have them. They are removable if they bother you.

Articulation
The Bespin Wing Guard has ball-hinged joints in the neck, shoulders, elbows, knees, and ankles. There are also swivel joints in the wrists, waist, and hips.

Overall Reaction
I am quite torn on this figure as I love that I have a modern version of a figure I had as a kid in the vintage line, but that hat really bothers me. I could display him without the hat, but in the movie I don't recall any of the guards not wearing their hat. I really wish Hasbro had given us the figure with the hat sculpted into his head. I really don't see any value of making it removable other than the ability for fans to customize. I tried to do this and just couldn't find a head that would work with him. I did buy a second figure that I am going to try to do something with that head to make the hat stay on better. Stay tuned for an update.
